Resident and Guest Parking 

Dear Homeowner/Resident,

Recon Parking Management, Inc. has been contracted to serve Julia Gardens Property Owners Association.  Our services began on Monday May 4th, 2020.  All vehicles parked in Julia Gardens POA on a permanent basis are required to display a parking permit as of June 1st, 2020. To obtain resident permit:

           1.     If you are renting a unit, a copy of a current lease must be on file in order for you to obtain a new valid permit.
           2.     All vehicles eligible for a permit must show a vehicle registration with your current address.  Please check your registration.  If it shows another address, you should get the address changed on your vehicle registration before attempting to obtain a permit.
           3.     Your current driver's license.

Parking Enforcement patrols will occur on a random basis for the purpose of enforcing parking permits.  Patrols will have access 24/7 to enforce parking rules.  The purpose of the patrols are as follows: To enforce Julia Gardens POA Rules and Regulations. 

Violation warning tolerance level is to be structured as accumulative two (2) warnings (regardless the offence). If compliance is not met the vehicle in violation will be immobilized (Boot) on the third (3rd) and fourth (4th) violation. If still compliance is not met or management has not provided a hold order on the vehicle, it will be towed off the property until compliance is met.  

The following violations are subject to the tolerance level:
No commercial vehicles, No boats, No trailers, No storage of vehicles, No vehicles under repair, abandoned, or inoperable, No expired tags over 30 days or expired temporary or No tag.

Vehicles parked on the street are subject to immediate towing/booting with no violation notice.  PARKING ON THE STREET IS STRICTLY PROHIBITED FOR ANY PERIOD OF TIME. There has been an abundance of vehicles parked on the street, in the middle of street, that impede traffic, delivery trucks, trash service, and create safety issues.  Residents may only park in their garage or driveway.

Please be aware that repeat violations will result in the booting/towing of the vehicle at the owner's expense. Each boot will be documented by photographs.  This documentation will verify the date and time of the violation and also document any existing damage that the vehicle may have prior to booting/tow.  Julia Gardens Property Owners Association shall not be liable for any damages resulting from enforcement of vehicle parking rules.

A virtual guest permit can be obtained by going to our website: reconparkingmanagement.com  Click on the Guest Permit page and fill out the required information.  A confirmation will be sent to you when you choose email or text message.  The permit is a virtual permit and is only known to the parking enforcement specialist assigned to you property.  Therefore, no display on the dashboard or on the rear mirror is needed.  Guest permits are for guests only. Guest vehicles must be parked in designated guest spots.

There is a $15 per vehicle administrative fee payable via debit, credit card, check, cash or money order.

We are not a booting/towing company.  We are your parking management company.

Our homes were designed to have at least 2 parking spots.  Our garage and driveway. Most driveways can accommodate 2 vehicles.   The parking around the community is for "Guest Parking" only.

There are to be no commercial vehicles, trucks, trailers, campers, or boats, parked in driveways or anywhere in the community. (Except in an enclosed garage)  Unless commercial vehicle is performing a service.
